Summary
A plat counts as submitted once everything’s in and paid.
The bill requires the city office that approves subdivision plats to publish a list of every document it requires. It also says a plat counts as submitted only once all of those documents are turned in and any required fee is paid. That fixes the point when the city's approval clock starts, which affects developers, landowners and city planning offices.
