relating to notice and hearing requirements for applications for permits for certain commercial oil and gas waste disposal facilities.

Caption from analyzed text · version I.

Summary

One kilometer for residents, five miles for local governments. Hearings too.

The bill makes anyone applying for a permit to run a commercial surface disposal facility for oil and gas waste mail notice to nearby residents and landowners within one kilometer and to local governments and groundwater districts within five miles, on top of the existing newspaper notice. It lets anyone entitled to that notice request a contested case hearing. It also requires the Railroad Commission to open non-contested hearings to the public, have a staff member there to answer questions, and run an e-mail list for permit notices by district.
