THE TEXT

Bill text, introduced version (I)

The only change in the bill is to a population bracket that aims the program at the general employee retirement system of one or a very few large cities. The caption says only "certain retirement systems" and never says which city.

Summary

Caption: “certain retirement systems.” Bill: a 900K to 1.05M population window. No city named.

The bill changes the population range that decides which city's general employee retirement system is covered by the state's proportionate retirement program, lowering the floor from 950,000 to 900,000 residents while keeping the 1,050,000 ceiling. It touches the retirement system for general municipal employees in whatever city falls inside that range, plus its members who split careers across covered systems. On the ground, a city system that may have slipped out of the old range stays in or comes into the program, starting September 1, 2025.
