Summary

Public comment at every regular meeting. Library catalogs go online.

The bill requires Texas school boards to take public comment at the start of every regular meeting and to address the issues raised at that same meeting, and it requires districts and charter schools to post their rules, policies, instructional materials lists and library catalogs online. It directs the Texas Education Agency to build an online grievance portal where anyone can file, track and appeal complaints about a district or charter school. It also adds a fourth 'transparency and accountability' domain to the state's school rating system, starting with the 2025-2026 school year.
