Summary

The bar drops from 2.5M. Smaller counties can still opt in, or team up.

The bill requires every Texas county with more than one million people to set up and run a county medical examiner's office, lowering the old 2.5 million threshold. It touches the commissioners courts of large counties, while smaller counties keep the option to create an office. It also makes clear that two or more counties of any size may join to form a shared medical examiner district, starting September 1, 2025.
