Summary

No more new districts carved out of existing ones.

The bill repeals the part of the Education Code that lets a new school district be created by splitting territory off an existing school district. It touches residents, landowners and local groups who might want to break away and form their own district, and the existing districts that would lose that territory. Once it takes effect, that legal path to a breakaway district is gone, and the bill says nothing about efforts already underway.
