Summary

Now 10% of a single customer class also counts.

The bill changes how many customers must sign a petition to appeal a water, drainage, or sewer rate change to the Public Utility Commission of Texas. It keeps the existing threshold of the lesser of 10,000 customers or 10 percent of affected customers, and adds a second option: 10 percent of the affected customers in a single customer class. Smaller groups of ratepayers, such as one class of customers whose rates were raised, can bring an appeal without gathering signatures from the whole customer base, starting immediately or on September 1, 2025.
