Summary
Bond and insurance rules kick in over $1M. The license rule has no dollar threshold.
The bill requires Texas school districts to make sure the project managers who oversee their construction projects are bonded, carry professional liability or errors-and-omissions insurance, and are licensed or registered with the state engineering and land surveying board. It touches school districts and the project managers they hire, with the bond and insurance rules tied to projects over $1,000,000 and a performance bond of at least 10% of the contract value. On the ground, districts must collect bonds, proof of insurance and license checks before signing a project manager, and owners can claim against the bond when a manager misses deadlines, overruns the budget or fails to pay subcontractors.
