Summary

Fewer than 100 cattle a year now counts as low-volume.

The bill widens the state's definition of a low-volume livestock processing establishment. It now covers small plants that process fewer than 10,000 rabbits, between 1,000 and 10,000 poultry, fewer than 400 hogs, fewer than 800 sheep, fewer than 1,000 goats, or fewer than 100 cattle a year, where the old definition covered only rabbits and poultry. Small processors of hogs, sheep, goats and cattle can now fall under the low-volume rules in this section starting September 1, 2025, and farmers who process 1,000 or fewer of their own birds keep their exemption from extra state rules and their right to sell poultry directly to consumers.
