THE TEXT

…“commission may provide notice not more than 24 hours in advance”…

Bill text, introduced version (I)

The only operative verb is "may," so the bill creates no duty, no penalty and no deadline. It only permits advance notice and caps how early that notice can come.

Summary

A complaint comes in? The commission “may” warn the system first. It never has to.

The bill lets the state environmental commission warn a public drinking water system up to 24 hours before it comes out to test the water in response to a complaint. It covers only water systems that draw from underground sources, such as wells. On the ground, those systems can get a short heads-up before a complaint-driven water test, but the commission is never required to give one.
