The new wording also widens the existing place-of-worship exception. That exception moves from help that happens at the church to any matter about activities there. The caption mentions only domestic violence shelters.

Caption: domestic violence shelters. Bill: the worship exception grows to any matter about activities there.
The bill lets cities, counties, and campus police departments bar their employees from helping federal immigration officers with matters tied to activities at a domestic violence shelter. It also rewrites the existing place-of-worship exception so it covers matters about activities that occur at a place of worship, not only help given while physically there. Local police and staff could be told to stay out of immigration matters linked to these two places, starting right away with a two-thirds vote or on September 1, 2025.
