Summary

Members get travel costs, no salary, and no power to change the program.

The bill creates a 13-member advisory council to advise the Texas Education Agency and the Health and Human Services Commission on the school health program, which lets some special education health services get Medicaid money. Members include state agency staff, school superintendents or finance officers, special education directors, two parents, one advocate, and one service provider, all appointed by state officials and paid travel costs but no salary. On the ground, a new advice-only body with staggered four-year terms must be appointed by October 1, 2025, but it has no power to change the program itself.
