Summary

Bonus points if the CEO makes no more than 20x median pay.

The bill adds a new factor state agencies must weigh when picking the best-value bid on a state contract: whether the vendor's chief executive officer is paid no more than 20 times the median pay of the vendor's full-time employees. It touches every state agency that buys goods or services and every company bidding for state work. Starting with contracts put out for bid on or after September 1, 2025, a vendor with a lower CEO-to-worker pay ratio gets a scoring consideration in contract awards.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

annual compensation paid by the vendor to all full-time employees

of the vendor.

SECTION 2. The changes in law made by this Act apply only to

a contract for which the request for bids or proposals or other

applicable expressions of interest, if applicable, is made public
