Bill text, introduced version (I)

The bill's only operative duties are reports and plans, and any real action by the Legislature waits on recommendations in a later report. The caption honestly says the bill is about reporting and planning, so this is a mild instance.

Summary

Reports and plans every two years, first due June 1, 2026. Nothing funded, no penalty.

The bill requires every Texas public college and university, working with local law enforcement, to send the state higher education coordinating board a report every two years on sexual assaults within two miles of its campus, along with a detailed plan to lower that rate. The coordinating board must then summarize those reports for the Legislature every two years and add recommendations. Nothing new is banned or funded, and no penalty applies, but schools must start collecting off-campus assault data and writing reduction plans, with the first reports due June 1, 2026.
