Summary
The garbled text appears to raise the biennial design-build cap from two to six.
The bill changes the cap on how many design-build highway contracts the Texas Department of Transportation may sign under Section 223.242 of the Transportation Code each two-year budget cycle. As filed, the text reads "not more than two six contracts", which appears to raise the limit from two to six, though the copy is garbled and shows no brackets marking the old number. It touches TxDOT and the contractors who bid on combined design-and-construction road projects, and it takes effect immediately with a two-thirds vote or on September 1, 2025.
