Bill text, introduced version (I)

Any increase in the mileage exemption waits on a recurring study and a finding by the commission. The bill does order a rule afterward, so the study leads to action rather than replacing it.

Summary

A study every even-numbered year, then 5,000-mile bumps if the air quality plan can take it.

The bill keeps the rule that used cars and trucks model year 1996 or newer with under 50,000 miles skip the emissions test when resold, and lets that mileage cutoff rise. Every even-numbered year, the state commission must study raising the cutoff, post the results online within 180 days, and adopt a rule raising it by 5,000-mile steps as long as the change does not hurt the state's air quality plan. Sellers and buyers of newer used vehicles may see more cars exempt from the resale emissions test over time, but only after each study finds the increase is safe.
