Summary

More state money per student in bilingual programs.

The bill raises the extra state money school districts get for each student in bilingual or special language programs. For emergent bilingual students it lifts the multiplier from 0.1 to 0.15 of the basic allotment, or from 0.15 to 0.25 in dual language immersion programs, and it raises the share of that money that must go to these programs from 55 to 60 percent. Districts get more per student, must spend a bigger share on the programs, may spend it only on a listed set of uses, and may not use it for base salaries, starting September 1, 2025.
