New fee, fund, board or appointees
The bill creates a new county fee on subdividers in place of park land. The caption openly says it is 'authorizing a fee,' but the money may go to loosely defined 'parks or similar projects.'

Summary
Developers set aside park land or pay a one-time fee of equal value.
The bill lets county commissioners courts make developers of new subdivisions either set aside land for parks, trails, or similar open-air recreation, or pay the county a one-time fee of equal value instead. It touches subdividers and developers building in unincorporated county areas, and the county governments that approve their plats. On the ground, counties gain a new park land demand or cash fee on new subdivisions, and that fee can be spent on 'parks or similar projects.'
