Summary

No penalty, no deadline, and no way to check.

The bill requires employers taking part in a county or city economic development program to check with the local workforce development board before filling open jobs and to consider qualified people from the board's career centers. It touches businesses receiving local economic development deals and job seekers using workforce centers, and it tells those employers to give extra consideration to applicants on unemployment benefits or state cash assistance. On the ground, incentive-backed employers must make a contact and weigh certain applicants, but the bill sets no penalty, no deadline for the contact, and no way to check compliance.
