Summary
Policy boards mark lanes by majority vote. Road owners still approve projects.
The bill lets a metropolitan planning organization's policy board, by majority vote, mark up to 10 percent of the public highway lane miles in its area as "metropolitan lanes." Once a lane is marked, a state or local government entity may build a project on it, but only with the approval of the government body that controls the road. Those projects can add transit priority or carpool lanes, boost public transportation or rail capacity, or rework the road for pedestrians, cyclists and other slow, light road users.
