Summary

Companies apply to the Texas Department of Licensing and Regulation first.

The bill makes companies get a state permit from the Texas Department of Licensing and Regulation before running self-driving vehicles on Texas roads with no human inside. It touches robotaxi and driverless vehicle operators, who must show three years of road testing with a human operator, log every collision and system error, report yearly, and put a sticker on each vehicle with a state phone number. Driverless operation without a permit is barred starting January 1, 2026, and the state can suspend or revoke permits for violations.
