Summary

It meets monthly and reviews deaths. New jail rules wait on its advice.

The bill orders the Commission on Jail Standards to set up an advisory committee of up to 11 members that meets monthly, reviews deaths in county jails, and recommends rules, policies and training to reduce preventable deaths. It touches the commission, county jails, and families, defense lawyers, medical examiners and members of the public who would sit on the committee. On the ground, the commission must publish a yearly online report on jail deaths, complaints, staffing, noncompliance and variances, but any new rules wait on the committee's recommendations.
