Summary

Existing ownership ties get until January 1, 2027. License penalties start the same day.

The bill bars pharmacy benefit managers from owning or controlling a pharmacist or pharmacy in Texas, directly or through other companies. It reaches pharmacy benefit managers, the pharmacies and pharmacists they own, and the pharmacy board, which must revoke or refuse to renew licenses that break the ban; the comptroller must also report to the legislature every two years. Existing ownership ties may continue until January 1, 2027, when they must be broken up and license penalties start.
