Summary
Time limit without the Legislature. No masks or business limits.
The bill limits how long the governor can keep a large disaster declaration in place without the Legislature, and bars the governor and local leaders from using disaster powers to order masks or restrict businesses. For a disaster covering at least two-fifths of counties, half the state's population, or most counties in three or more trauma service areas, the governor must call a special session to renew it, and the declaration ends after 30 days (90 days for a nuclear or radiological event) unless lawmakers extend it. Governors, county judges and mayors could no longer issue disaster orders that require face masks or close or limit businesses, and the bill also repeals Section 418.173 of the Government Code.

(c-3) Except as provided by Subsection (c-4) of this section, a state of disaster declared by the Governor that is subject to Subsection (c-1) of this section may not continue for more than 30 days unless the Legislature renews or extends the declared state of disaster under Subsection (c-2) of this section.
