The only duty is to produce a yearly analysis and report. No change to appraisal practice or taxes follows from it. The caption honestly says this is an analysis.

Summary

Up to 10 years of data, sent to every legislator. Appraisals and taxes don’t change.

The bill orders the comptroller to run a yearly analysis comparing the results of four existing property appraisal reviews, using up to ten years of past data where available. It touches the comptroller's office and, indirectly, appraisal districts whose existing study results get compared. The comptroller must explain the methods, send the analysis to state leaders and every legislator, and post it online, but nothing about appraisals or taxes changes.
