Summary

Any harmed person can sue the city or county for 3x damages! No immunity either.

The bill bars Texas cities and counties from passing or enforcing any rule, zoning variance, or order that allows multifamily housing to be built in areas made up mostly of single-family homes. It touches local governments, developers, and neighbors, and it lets any person harmed by a violation sue the city or county for damages or a court order. A winning plaintiff gets triple damages, and the city or county loses its usual immunity from these suits, starting September 1, 2025.
