Summary
The regents count as a state agency for rule-publication laws.
The bill says the University of Texas System board of regents counts as a state agency, and its rate and damage schedule for university land counts as a rule, under the state's administrative procedure and rule-publication laws. This touches the board of regents and the oil, gas, ranching and other operators who pay rates or damages on university land. On the ground, the board would have to follow formal rulemaking steps, such as public notice and publication, before it adopts or changes that schedule.
