The only firm duty is a feasibility study. Any program waits on that study's conclusion, and the bill sets no due date for it.

Summary

If the study ever says yes, the program promotes the equipment. Nobody has to install anything.

The bill orders the Texas Water Development Board to study whether a program encouraging water-saving and water-recycling equipment on recreational vehicles is feasible. It touches RV buyers, sellers and owners only if the study favors a program, in which case the board must create one by rule for new RVs sold and used RVs registered in Texas. On the ground, nothing changes for RV owners until the study concludes that a program would lead to significant water conservation, and even then the program only promotes the equipment rather than requiring it.
