Bring any listed paper and the department cannot turn you away, starting January 1, 2026.
The bill orders the Department of Public Safety to accept a fixed list of immigration papers as enough proof that a driver's license applicant is allowed to be in the United States. It touches non-citizen applicants and the license offices that check their papers, including people whose only paperwork shows a pending application, an employment authorization card, an immigrant visa with a foreign passport, or a border crossing card with an I-94 number. Starting with licenses issued or renewed on or after January 1, 2026, the department cannot turn away an applicant who brings one of these documents, even one showing only 'another pending category.'
