Summary

Marfa and Presidio each get one seat.

The bill grows the Presidio County Underground Water Conservation District board from five to seven directors and lets the City of Marfa and the City of Presidio each appoint one seat. It also updates the district's powers section to match current general groundwater law and says Section 36.121 of the Water Code does not apply to the district. On the ground, the two cities gain a voice on the water board, each appointing body fills its own vacancies, and the district escapes a Water Code section that the bill names but does not describe.
