Summary

Takes a written complaint from a constituent in the district.

The bill lets a Texas legislator ask the state environmental agency to make a surprise inspection of a concrete batch plant when a constituent who lives in the district, and who could be affected by the plant, sends the legislator a written complaint. It touches concrete plants holding state air permits, nearby residents, legislators, and the Texas Commission on Environmental Quality. The agency must prioritize these requests, keep a file on each one, and send the legislator and the resident its complaint policies and notices, but it can still say no, as long as it explains why within 90 days.
