Summary

State, University of Texas, Texas A&M and TxDOT employees, with a diagnosis.

The bill adds the same rule to the workers' compensation chapters for state employees, University of Texas System employees, Texas A&M System employees, and Texas Department of Transportation employees, making post-traumatic stress disorder a compensable injury for first responders when a diagnosis ties it to on-the-job events. It covers peace officers, licensed EMTs and paramedics, and certified firefighters whose main duties are firefighting and aircraft crash and rescue. Starting September 1, 2025, those workers can claim benefits for job-caused PTSD, with the injury date set to when they first knew or should have known it was work-related, while PTSD arising mainly from routine personnel actions like transfers or firings stays excluded.
