Summary

Class A misdemeanor becomes a state jail felony for listed sexual offenses.

This bill raises the penalty for a professional who fails to report child abuse or neglect, from a Class A misdemeanor to a state jail felony, when the unreported conduct is one of a listed set of sexual offenses against a child. It touches professionals already required to report abuse, such as teachers, nurses and others covered by the existing Family Code duty. Starting September 1, 2025, a failure to report in those sexual-abuse cases, or one where the actor meant to hide the abuse, can be charged at the felony level instead of a misdemeanor.
