Sidewalks, curbs and pedestrian lighting, run by the housing department.
The bill creates a state grant program, run by the Texas Department of Housing and Community Affairs, that pays cities to build sidewalks, curbs and pedestrian lighting. It touches Texas municipalities that apply and the housing department, which must write rules and sign contracts with each grant recipient. A new dedicated account inside the general revenue fund holds legislative appropriations, gifts and federal grants for the program, starting September 1, 2025.
