Summary

Fees, a state-approved concussion plan, coach safety training and a new nine-member board.

The bill requires every youth sports program not tied to a school to get a state license from the Texas Department of Licensing and Regulation, pay fees, and get state approval for a concussion plan and a venue safety plan. It touches club and travel sports groups that coach K-12 and homeschool-age children in Olympic or UIL sports, along with their coaches, who must complete safety training. It also creates a nine-member appointed advisory board, and starting September 1, 2026, running a program without a license can bring license discipline and penalties under the department's existing enforcement law.
