Summary

Prohibited firearm possessors cannot knowingly buy matching magazines or accept magazine loans or gifts.

The bill adds a new state offense for buying a detachable magazine, or receiving one as a loan or gift, while the person is barred by state or federal law from having the type of gun the magazine fits. It touches people who are prohibited from possessing firearms, and sellers, who may not use sale information to build a registry of gun or magazine owners. Starting September 1, 2025, a prohibited person who gets a magazine faces a new offense, while the seller faces no new offense and sale records may still go to NICS, TCIC and NCIC.
