Summary

Nine to thirteen: three public members and one more doctor.

The bill grows the Texas Medical Disclosure Panel, which decides what medical risks doctors must tell patients about, from nine to thirteen members by adding three public members and one more doctor. It moves the panel's home from the old health department to the Health and Human Services Commission and bars lobbyists, health care workers and their spouses from the public seats. It requires a majority of the doctor members to be present for any vote, says the panel cannot change any provider's scope of practice, and orders the new members appointed by January 1, 2026.
