Summary

Give to the committee, lose the contract.

The bill says anyone who gives money to a political committee that backs a bond cannot later be paid out of that bond's money, including through a contract for goods or services. It touches contractors, vendors, and anyone else who donates to pro-bond campaigns and might want a share of the bond money. Starting September 1, 2025, a donation to a pro-bond committee disqualifies the donor from getting paid with that bond's proceeds, though the text names no penalty or enforcer.
