Summary

Heartbeat-based limits get the same exemption.

The bill adds an exception to the state's abortion ban when a pregnancy results from sexual assault, aggravated sexual assault, or incest, and it also exempts those abortions from the separate heartbeat-based limits. It touches pregnant patients who are survivors of those offenses and the doctors who treat them, and it says the patient does not have to file a police report, provide forensic evidence, or see anyone prosecuted. It also repeals the old pre-1973 abortion statutes in the Revised Statutes and cleans up references to them, taking effect immediately with a two-thirds vote or otherwise on September 1, 2025.
