THE TEXT

“The commission shall conduct a study evaluating the prevalence of the use of psychoactive or psychotropic medication by persons who are reported to have committed suicide.”

The bill's only operative act is a study and a report. Any policy change would have to wait for later legislation. The caption honestly says this is a study.

Summary

Just a study and report. Counties of 450,000 or more, 2016 through 2022.

The bill orders the Health and Human Services Commission to study how often Texans reported to have died by suicide were taking, or had recently stopped taking, psychoactive or psychotropic medication, and whether they showed withdrawal symptoms. The study uses autopsy, toxicology, police and related records from 2016 through 2022, only for people who lived in counties with 450,000 or more residents. The commission must send a public written report to the governor, lieutenant governor and speaker by October 1, 2025, and nothing else changes in law.
