One year licensed elsewhere, clean record, no pending complaints.
The bill orders the Texas Department of Licensing and Regulation to grant a Texas license to people who already hold a similar license in another state for at least a year, with a clean record and no pending complaints. It reaches workers in every trade the department regulates who move here from another state, and it lets people from states that require no license qualify with three years of work experience. The department must give a written decision within 30 days, may charge up to $100 to apply, and the rules apply to applications filed on or after February 1, 2026.
