Summary

Effective 2025. Screening deadline: September 1, 2027, after the November 2026 election.

The bill adds Duchenne muscular dystrophy to the list of conditions every Texas newborn must be screened for at birth. It touches doctors and birth attendants, who must have babies tested, and the state health department, which must run the tests, report abnormal results, and offer follow-up services. On the ground, babies would get a Duchenne test with their standard newborn screen, though the department has until September 1, 2027 to put the change in place.

Fiscal note · version E · May 2, 2025

No significant fiscal implication to the State is anticipated. The Department of State Health Services (DSHS) is required to implement a provision of the bill only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, DSHS may, but is not required to, implement a provision of the bill using other appropriations available for that purpose. Additionally, the bill would authorize DSHS to implement changes made by the bill upon completion of a new laboratory.
