Summary

From 25 persons to 10. Any legislator can request one too.

The bill lowers the number of people needed to force a state agency to hold a public hearing before adopting a substantive rule, from 25 persons to 10, and lowers the association threshold from 25 members to 10. It also lets the lieutenant governor or any member of the legislature request a hearing that the agency must grant. It touches every state agency that writes rules and the Texans, groups and lawmakers who want a say before those rules are adopted, starting with rules proposed on or after September 1, 2025.
