Summary

New five-member board. Even an “insignia indicating the practice of art therapy” needs the license.

The bill creates a state license for art therapists, a new five-member Texas Art Therapy Board appointed by the governor, and grows the Texas Behavioral Health Executive Council from nine to eleven members. It touches anyone who practices art therapy for pay or uses an art therapist title, along with counselors who used the old art-therapy specialty under the counseling law. Starting September 1, 2026, practicing art therapy or using an art therapy title without the new license becomes a Class B misdemeanor offense, with license fees, exams, supervised hours and continuing education required.
