The bill creates a new fee for face-matching requests. The caption openly says it authorizes a fee, so this is honest but still a new charge.

Summary

Sign an agreement, pay a fee, match a face against the license photo database. With consent.

The bill lets the Department of Public Safety check a person's identity by comparing a submitted face photo against the driver's license photo database, for any outside party that signs an agreement with the department. The request needs the individual's consent and a fee set by department rule, and the department may refuse any request for any reason. Submitted images and data are confidential and must be destroyed afterward, but the department may also let a private vendor access the photo database to process these requests.
