Summary

Includes drugs to stop bleeding, IV fluids and numbing agents.

The bill lets licensed midwives in Texas give certain drugs on their own, including drugs commonly used in labor or after birth, such as drugs to stop bleeding, IV fluids, local numbing agents, and preventive drugs that meet the standard of care for a mother or newborn. It requires midwives to show they are trained to give these drugs and to take an added pharmacology course to renew their license, with the licensing commission writing the course rule by December 1, 2025. Starting February 1, 2026, giving these drugs is no longer a prohibited practice for a midwife and is not treated as practicing medicine.
