Summary

Treated first, with standards protecting surface and underground water.

The bill lets the Texas Commission on Environmental Quality issue permits to spread treated water from oil, gas and mining operations onto land for reuse. It touches oil, gas and mining operators, the businesses that treat their produced water, and the landowners and neighbors where that water would be applied. The agency must write standards for this land application, including standards that protect surface and underground water, and the rules apply to permit applications filed on or after September 1, 2025.
