Summary

The DMV can’t act on an astronomical event. Unless there’s a disaster declaration.

The bill bars the Texas Department of Motor Vehicles from taking any action because of an astronomical event, like an eclipse, if that action would disrupt commerce or commercial transportation. The limit lifts only when the affected area is under a state or local disaster declaration or a presidential disaster declaration. Starting September 1, 2025, the department cannot, for example, restrict commercial trucking around an eclipse unless a disaster has been declared.

A BILL TO BE ENTITLED

AN ACT
