Summary

Red for kids, flashing for help. Relief crews “may” patrol for the lights, or not.

The bill creates a voluntary disaster identification system that switches on whenever a state of disaster is declared. Households that choose to join would put colored lights on each person and pet: blue for adults, green for people with a disability, red for children, yellow for animals, or white on a single-color device. A steady light means no medical help is needed and a flashing light means help is needed, while relief crews may, but do not have to, patrol at night to look for the lights, and the state emergency plan may include the system.
