Summary

The 100,000-person cutoff goes away. Whole water projects fit one contract.

The bill lets every Texas governmental entity use the design-build method for civil works projects, not just those with more than 100,000 people in their area. It also widens the rule for what counts as one integrated project, so a whole water or wastewater infrastructure project, not just a treatment plant, can go under a single contract. Small cities, counties and districts gain the option to hire one team to both design and build roads, water and sewer projects, starting September 1, 2025.
